The consultations run from <strong>May 12 to June 14, 2026 <\/strong>and are an opportunity for Canadians to share their views on the number of immigrants to Canada over the next three years.<\/p>\n\n\n\n<p class=\"has-contrast-dark-color has-text-color has-link-color wp-elements-b4d14434351b5652b5090a853f915746 wp-block-paragraph\">We are collecting public feedback through an online survey to help develop the <strong>Canada Immigration Levels Plan<\/strong> that will be tabled in Parliament in November 2026. Through this consultation, Canadians have a direct opportunity to shape the number of permanent and temporary residents the country will welcome over the next three years.<\/p>\n\n\n\n<p class=\"has-contrast-dark-color has-text-color has-link-color wp-elements-25742d97a25fcdf62b73dd1604004781 wp-block-paragraph\">The survey is available to individual respondents and to organizations including employers, settlement agencies, advocacy groups, educational institutions, municipal governments and industry associations.<\/p>\n\n\n\n<p class=\"has-contrast-dark-color has-text-color has-link-color wp-elements-a679ddf5759d7b19390be49b4aa20dba wp-block-paragraph\">This input will help inform policies on economic immigration, family reunification, refugee protection and regional labour needs across Canada.<\/p>\n\n\n\n<h3 class=\"wp-block-heading has-contrast-dark-color has-text-color has-link-color has-superbfont-small-font-size wp-elements-eede55c8ba4d7fa9286b10bc93184d2a\"><span class=\"ez-toc-section\" id=\"Important_Dates_and_Schedule_for_Immigration_Plan_2027-2029\"><\/span><strong>Important Dates and Schedule for Immigration Plan 2027-2029<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"has-contrast-dark-color has-text-color has-link-color wp-elements-6b89b37b23e5c9972d3e3d81f6747675 wp-block-paragraph\">The consultations will be held from 12 May 2026 to 14 June 2026, giving stakeholders a little over four weeks to submit their responses.<\/p>\n\n\n\n<p class=\"has-contrast-dark-color has-text-color has-link-color wp-elements-ad9918d92d4af414b15e3bab57f98ee8 wp-block-paragraph\">The Immigration and Refugee Protection Act requires the immigration minister to table the annual report in Parliament by Nov. 1, which includes the estimated permanent resident admissions for the following year. The federal Government is set to table the Immigration Levels Plan for 2027 to 2029 in November 2026.<\/p>\n\n\n\n<p class=\"has-contrast-dark-color has-text-color has-link-color wp-elements-2f09a40038d3d368a50f8445d12fc9fd wp-block-paragraph\">Those who want to be involved in the process should move quickly, as the June 14 deadline provides a short window for public comment that could shape immigration policy for years to come.<\/p>\n\n\n\n<h4 class=\"wp-block-heading has-superbfont-small-font-size\"><span class=\"ez-toc-section\" id=\"Three_Fundamental_Government_Obligations_Directing_the_Strategy\"><\/span><strong>Three Fundamental Government Obligations Directing the Strategy<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<p class=\"has-contrast-dark-color has-text-color has-link-color wp-elements-7fe407309ba6644bdd8e9856807291c8 wp-block-paragraph\">The survey refers to three specific commitments made by the federal government as the basis for discussion. Canada has promised to bring the temporary population down to less than 5% of the total population by the end of 2027 amid concerns about strains on housing and infrastructure.<\/p>\n\n\n\n<p class=\"has-contrast-dark-color has-text-color has-link-color wp-elements-d65873277584771fe6ea504921f3fbb4 wp-block-paragraph\">Second, to drive sustainable growth, the government plans to cut the number of permanent resident admissions to below 1% of Canada\u2019s total population after 2027.<\/p>\n\n\n\n<p class=\"has-contrast-dark-color has-text-color has-link-color wp-elements-a569a07e6534c735bdc87f9efe506418 wp-block-paragraph\">Third, the government will increase the Francophone immigration target to 12% of permanent resident admissions by 2029, as part of a broader commitment to strengthen French-speaking communities outside Quebec.<\/p>\n\n\n\n<p class=\"has-contrast-dark-color has-text-color has-link-color wp-elements-fe56172901d3dcfcf85b5e0e50b90a99 wp-block-paragraph\">These commitments are an effort by Canada to balance economic needs against capacity constraints.<\/p>\n\n\n\n<h5 class=\"wp-block-heading has-superbfont-small-font-size\"><span class=\"ez-toc-section\" id=\"Who_is_Eligible_to_Participate_in_the_Public_Survey\"><\/span><strong>Who is Eligible to Participate in the Public Survey?<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h5>\n\n\n\n<p class=\"has-contrast-dark-color has-text-color has-link-color wp-elements-14d1d28f9751717aeb72c70ed5ecdec6 wp-block-paragraph\">We hope to include a wide variety of respondents in the survey, and participation is not restricted to those who are immigration professionals or policy experts. Individual feedback may be provided by Canadian citizens or permanent residents who have opinions about the effect of immigration in their communities.<\/p>\n\n\n\n<p class=\"has-contrast-dark-color has-text-color has-link-color wp-elements-5d79ac6fa6174b51fb85be3ddcc2b160 wp-block-paragraph\">All employers, whether in agriculture, technology or health care, can express their views on what their labor needs are and how well existing immigration pathways are working.<\/p>\n\n\n\n<p class=\"has-contrast-dark-color has-text-color has-link-color wp-elements-ea09ee9ba7d97b913411a5f8a64e5232 wp-block-paragraph\">More specifically, the survey covers the following respondent categories: settlement organizations, educational institutions, municipal governments, Indigenous organizations, Francophone community groups, and advocacy organizations.<\/p>\n\n\n\n<p class=\"has-contrast-dark-color has-text-color has-link-color wp-elements-2969c0b8523a5becd9e349f3012d63ec wp-block-paragraph\">Current temporary residents in Canada, such as international students and temporary foreign workers, can also join and share their experiences navigating the system.<\/p>\n\n\n\n<h6 class=\"wp-block-heading has-superbfont-small-font-size\"><span class=\"ez-toc-section\" id=\"What_Occurs_When_Consultations_End_in_June\"><\/span><strong>What Occurs When Consultations End in June?<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h6>\n\n\n\n<p class=\"has-contrast-dark-color has-text-color has-link-color wp-elements-ce5faf4c5ae994e76b43bfc3ea2af8aa wp-block-paragraph\">When the survey closes on June 14, 2026, IRCC will compile and analyze the results, as well as the feedback received through other channels such as provincial and territorial meetings and public opinion research.<\/p>\n\n\n\n<p class=\"has-contrast-dark-color has-text-color has-link-color wp-elements-48c6a9d814bdc1a5541b14f101ab719c wp-block-paragraph\">The department will use this feedback to inform policy suggestions to be presented to Cabinet.
